There is concern that if a deal over the fiscal cliff is not reached soon, it could collide with negotiations regarding the debt ceiling.  The Treasury Department  expects to reach the legal borrowing limit by the end of this year. Lawmakers could decide to raise the debit limit and avoid any collision between the fiscal cliff negotiations and hitting the debt ceiling.
