On Thursday, New York was accused of overbilling Medicaid by $15 billion dollars by acquiring more reimbursement than necessary for its institutions for the mentally disabled.  The supposed fraud has been going on since 1990 and the cost of running said institutions is only one third of the money New York has been receiving from its tax payers!
